I’ve found the best to be on Udemy, super in depth and just about every base covered. Depending on where you are udemy always seem to have sales so if you aren’t in a hurry maybe just keep an eye out until it’s on one of their £/$10 sales

Hope this helps, as good as YouTube is for tips I’ve found all the PPC courses pretty lacking, I’m sure there’s good stuff out there but udemy is my go-to.

I'm not a FB ad master, but have used it to some okay effect on this last release (nothing earth shattering). Fairly small budget of anywhere from $1-5 per day. Video is probably your best bet for music I think. A 15 second teaser has been working pretty well for me this time around. If you go longer than that, FB won't list it on some platforms. Most people don't watch past the first 3 seconds anyhow.

As for music-centric FB courses, my advice is this: don't waste your money. Seriously. I spent a lot of money on a very popular music promotion course and it was both basic and outdated. Filled to brim with fluff to pad out the length of the videos. I will say that most of the music business material out there I've seen is very shallow, Reader's Digest level stuff. Rarely will it discuss concrete examples of strategies to actually take or use case studies. It's usually one or two paragraphs explaining what a concept is but not how to use it. On top of that, people are charging high hundreds to thousands of dollars for webinars. Most egregiously - many will try to pull upsell bullshit games ("Oh I'm glad you bought this $600 course - but for $50/month you can join my super special circle where we'll reveal the "true" secrets of success - one by one in drip format - here's how to order). There's a lot of these kinds of shitty marketing games. Emotional grifting at its best.

However, this is a good course you can often pick up on sale at Udemy that is generalized for FB marketing but I have found a lot of value in: https://www.udemy.com/course/facebook-ads-facebook-marketing-mastery-guide/ - I picked it up for $12 on sale compared to the $600 I paid for the aforementioned music course. It's many hours longer than the music centric course I took and covers way more advanced topics that are relevant to selling any product. Lots of PDF supplements that were quite helpful as well.

Lastly, 810 monthly listeners to 10k in one year is a pretty lofty goal. Not saying it's impossible, but you're talking a 1235% increase total. To do that, you would need to gain 23% month over month - that is, exponentially. Again, not impossible, but I don't think FB ads alone are going to do this.
