>They mean like rosetta stone, duolingo, those types of apps.

I mean, "those types of apps" is still super ambigious. You could have a rigorous study regime using SRS flashcard apps.

> They say it needs to be rigorous and have an actual teacher

I think the clincher here is "have an actual teacher." And that's going to pretty much mean that you aren't going to find anything free. Especially if you want a teacher that is like... actively guiding your learning and putting together a curriculum for you.

You can check out iTalki. They do have people who will video chat with you for free, and maybe you can find a free teacher there? The majority of good teaches charge money though.

Maybe find a good tutor on iTalki and see if you can't get your school to from the money for the classes?

edit: I think this Udemy course has a very academic feel to it. It is very classroom oriented. Technically, it has a teacher (in the way that all Udemy courses do, so only in the sense that you can send the creator messages). It isn't free but you can get it pretty cheap if there's a sale. I like their series of JLPT courses a lot.

Udemy (which is a site that provides courses on all kinds of topics) has some video courses on Japanese. Specifically by the attain corporation for each of the 5 JLPT levels that seems to be what you are looking for. They go on sale for $10 every few weeks and there should be some sample lessons to see if you like the course before you buy. https://www.udemy.com/course/japanese-n5-course/
