Docker is a technology which is based on a Linux kernel feature called cgroup. This is why it needs hyper-v on windows because it can't run natively at all. On windows wsl2 will bring the native experience but it is currently buggy as hell (it consumes your memory and won't release it for example...)

My general advice is to avoid docker on windows at all, because you won't get that feature-set and experience what is designed for.
