As someone else has mentioned a Udemy course, I would recommend this one - disclaimer: I'm the course author.
It starts from scratch, assuming you know nothing, and we build a CMS using PHP and MySQL.
It's one of the highest rated PHP for beginners courses, and includes interactive coding exercises to test out your knowledge every step of the way.
I second using the docs too - that's why on the course I refer back to them a lot whenever introducing new concepts. The PHP docs are truly excellent.
