The Udemy Academy PMP course by Joseph Phillips is the most affordable, it costs around $15. This is also good if your brother didn't complete yet the 35 PDU hours of formal training required for PMP application.
Also, the most important and reliable study materials are PMBOK and Agile Practice Guide by PMI. Your brother can pay PMI membership fee, and he will get free access to both. Financially, it is better to pay the fee for PMI membership, as it gives free access to other guides and also to future PMBOK 7 when it becomes available. In addition, the combined cost of membership and exam cost as member is less than the the cost of the exam as non member. Also, in case you need to re-take the exam, there is a discount fee on the re-take.
