Edit: I see you are looking for a classic, acoustic guitar. If your son wants to play electric guitar / bass, buy it instead. Or else it will be a torture for his soul.

Yes but first, buy him a guitar lesson from Udemy etc. while it's cheap with pandemic discounts. It will eliminate bad habits from start. He needs to know hand, body position & how to play chords etc. Fixing wrong positions after some time is harder than the zero line. I like this lesson, it looks better than others because he'll need to learn music theory too, not just playing songs. Other lessons might help you playing songs in a day but better to learn the math behind it. Unless your son is a hidden gem like "Steve Harris", bass guitarist of Iron Maiden, doesn't know what "scales" are but already uses them, self discovery. Also Metallica didn't know notes on a guitar, they learned it when San Francisco Symphony Orchestra asked them notes to learn their songs. As a guitar, buy him something that he'll like. Doesn't matter if it's 1st or 2nd hand. There are lots of reviews on the internet. Check stores online, like the shape? Google it for reviews. For example Fender Strat style guitars with single pickups might give you a background noise, humbuckler coils eliminates it. So, don't buy directly because of it's look. Google it. - I own Ibanez RG320 Electric and GSR200 Bass.

Electric guitar amp, you should buy one. I have Marshall AVT20 amplifier (too loud to use in apartment and it's pointless to buy a powerful one if you are not going to pump it) but I also bought Orange Crush Mini for practice and I love it. You can also use it to power up a cabinet for better / higher volume. Best one between practice amps imo.

Bass guitar amp, I can't use it in my apartment. But I'm using Blackstar amPlug2 FLY headphone amp and it's flawless. Other than that, I use my processor with PC for both Bass and Electric guitar.

Pedals? It's too early to talk about it. But I prefer a sound card, there are hundreds of pedal/amplifier software applications on PC. Recording and being able to use it with bass & electric guitar is a big plus. I heard Rocksmith USB cable is kinda bad, but as a jumpstart, it will work for your son. (Don't know about delay problems tho)

The one that I bought was https://www.udemy.com/course/the-professional-guitar-masterclass and it is absolutely perfect for me, because I already know some basic stuff.
